Position Purpose: To coordinate the planning and administration of TNPA CAPEX and OPEX projects at different stages of inception/completion on an on-going basis to support the Executive Manager: EPMO and Project Managers in achieving the project/programme objectives/mission.
The EPMO Manager is responsible for overseeing the implementation of appropriate programme/project methodology/toolkits which will be used to drive tracking, monitoring and measuring of the performance of various projects in order to improve project implementation process, business performance and operational excellence.
Position Outputs:
- Provide strategic administrative oversight support to the Executive Manager: EPMO, informing the project teams of strategy and policy changes and ensuring that they have access to strategic, policy and procedure information;
- Produce and maintain an integrated view of CAPEX and OPEX projects with regards scope, timeframe, costs, quality, resources, communication, risk, etc., including benefits realisation across all CAPEX/OPEX projects to ensure compliance to the EPMO governance structure and terms of reference;
- Work closely with the Executive Manager: EPMO, Project/Programme Managers and Project Administrators to coordinate and support set-up and effective management of the EPMO Office, one-one reviews and project/programme evaluation and the continuous improvement of the EPMO Office service;
- Assist the Executive Manager: EPMO to review existing project methods and procedures and to modify as needed to accomplish assignments, also to identify potential difficulties and to determine means of avoiding or minimising the impact;
- Responsible for overseeing the implementation of appropriate Programme and Project Management tools/toolkits which will be used to drive the tracking, monitoring and measuring of the performance of various projects in order to improve project implementation processes, business performance and operational excellence;
- Monitor Programme/Project status by centrally tracking the key performance indicators and strategic performance objectives to ensure progress towards completion and that the required procedural steps are completed;
- Inform interested groups and individuals on a timeous basis of progress and programme/project outputs, coordinates changes with relevant stakeholders as necessary to communicate unforeseen changes/developments;
- Responsible for the production and updating of programme/project EPMO Dashboard(s) for all relevant stakeholders to ensure effective flow of information between team members/participants with regards to Programme/Project activities and progress;
- Identify and maintain the dependencies and critical path(s) amongst Programme/Project to ensure that there are no overlaps in responsibilities, shortages in resources and that Programme/Project execution can happen in the most efficient manner to achieve TNPA ' s objectives;
- Ensure the required preparation and delivery of necessary Programme/Project documentation (reports, presentations, etc.) for various stakeholders (EPMO Steering Committee, CAPIC, Project Teams, EXCO, OPCO, etc.);
- Identify and facilitate the review process of end of project benefits in conjunction with Programme/Project Managers;
- Support Programme/Project Managers with ranking of projects for inclusion in the annual CAPEX/OPEX programme to ensure that strategic initiatives and programmes are included;
- Provide administrative support to the Programme/Project Managers with close-out processes and coordinate collection/distribution of documents related to closure and acceptance of completed projects (and archiving of the required documents as required by the EPMO);
- Facilitate and support programme and project relations and integration within the programme by being an active support partner;
- Manage workload of the EPMO and prioritisation/ranking of CAPEX/OPEX Programme/Projects;
- Consolidate project risks and issues from documentation and assist the Programme/Project Manager to develop mitigation/remedial actions to ensure that Programmes/Projects are not negatively impacted;
- Create and maintain a filing, archiving system to adhere to TNPA ' s documentation management policy;
- Assist with budget planning, expenditure and monitoring of all EPMO activities and inform the Executive Manager: EPMO when major changes are needed or of any deviations in the approved budget.
Qualifications and Experience: Unless the incumbent can demonstrate that he/she has the leadership skills and competencies through experience:
- Relevant Bachelor ' s Degree (B Com, B Tech or similar);
- Unless project management skills and competencies can be demonstrated through work-based experience, a Project Management qualification or Diploma;
- At least 8 years ' experience in Project Management/Business Process Re-engineering; Other experience (which will be an advantage)
- Worked as Project Administrator;
- Experience in a similar position (EPMO) managing multi-disciplinary project teams;
- Work experience in a Project Support Office environment;
- Work experience in a multi-disciplinary environment and project management exposure to mega projects;
- Project management experience and knowledge of best practices in field of project management;
- SAP Project Management Systems knowledge (e.g. PS/IM);
- Projects auditing working experience;
- TNPA/Port management/knowledge
Competencies: KNOWLEDGE
- Transnet and TNPA business/strategy understanding;
- TNPA CAPEX process;
- TNPA Budgeting and business plan cycle.

At the end of an interview:
You should be getting the opportunity to ask questions from your side at the end of the interview. Use this as an opportunity to show your interest in the company and the position. Develop your questions while you do your research on the company. Do not ask a question of which you should know the answer (e.g. what does your company do?) or anything that will be provided in future documentation (e.g. conditions of employment). Your questions need to make the interviewer sit up and realise what a brilliant candidate you are. You therefore need to focus on the role and not your own needs. Below is a selection of questions you could consider asking:
- What are some of the issues that will face the successful candidate in terms of improving the inter-personal relations in the department?
- What are the current vulnerabilities in terms of processes / people / technology / etc. within the organisation that need to be attended to?
- What are the most important key result areas that the successful candidate will have to meet in the first 6 months? How would these be measured?
- I read that market ABC or product ABC is very important to your company; how will this position be able to support the company in attaining this market or product?
Hopefully this got you thinking. Now, develop some of your own that you will also be able to link to the research that you have done.
However, if the position is very junior or entry level, then the following type of questions will be sufficient:
- Why did the previous incumbent leave?
- What does a typical day look like in this position?
- Could you give me more detail around the company structure?
- Is there any support for further education?
Under no circumstances should you even attempt to ask the following questions:
- How many days annual leave will I get?
- What is the earliest date for a possible promotion?
- When will I qualify for an increase?
- What is the earliest that employees are allowed to leave in the afternoon?
These and similar questions will raise serious concerns as to the value that you will be adding to the company. Most of these will be answered in the letter of offer once the interview process is finalised.
